Scott Strand, Executive Director

Scott was appointed Executive Director in 2009, following years of assisting MCEA pro bono with several legal issues.  Scott was a 17-year veteran at the Minnesota Attorney General’s office where he worked on a broad range of constitutional, natural resources, agriculture, labor and Indian Law issues.  He left in 1999 to join the law firm of Robins, Kaplan, Miller & Ciresi, where he was a general litigation partner before setting up his own litigation and government relations practice in 2006. He was born in Ada, Minnesota and grew up on a farm where his family raised sugar beets, feed grains, and some cattle and hogs. He earned an A.B. degree from Harvard University and his law degree at the University of California, Berkeley.

  Andra Bontrager, GIS Specialist

Andra joined MCEA in 2016 as the GIS Specialist to provide support services for legal, policy, and scientific staff. Originally from Saint Paul, she earned her B.S. in Earth Sciences, Physical Geography option with an emphasis in Biogeography, from Montana State University in 2004. Andra has over 10 years of conservation GIS experience from working with the North America Program of the Wildlife Conservation Society as the GIS Projects Leader. She has earned her certification as a Geographic Information Systems Professional (GISP) and is working toward her M.S. Degree in Cartography and GIS Development through the University of Wisconsin, Madison. Andra is a member of the Minnesota Geospatial Advisory Council where she participates with the Geographic Data Standards Committee.

Kari Cooper, Development and Communications Associate

Kari joined MCEA in 2015 as Development and Communications Associate. She coordinates MCEA’s social media efforts, serves as the agency’s webmaster, and supports special events and fundraising activities. Kari is a graduate of Bemidji State University with B.A. in Liberal Studies and a minor in Mass Communications. During her undergraduate career, she worked closely with Bemidji State's Sustainability Office in her role as Student Senate Co-President. She also served as the State Chair of the Minnesota State University Student Association (MSUSA) from 2014-2015, and has previous work experience with nonprofit communications and marketing. Kari enjoys spending time with her family, traveling, running and live music.

    Leigh Currie, Energy Program Director

Leigh joined MCEA in 2014 as Staff Attorney working primarily in the area of energy law. Leigh regularly appears at the Public Utilities Commission to advocate for economic solutions to fight climate change. After graduating with honors from William Mitchell College of Law in 2006, Leigh practiced environmental law at Stinson Leonard Street, clerked for the honorable Jill Flaskamp Halbrooks at the Minnesota Court of Appeals, and taught legal writing at William Mitchell. In addition to her law degree, Leigh has a B.S. in Environmental Science and Biology from Tufts University and an M.S. in Conservation Biology from the University of Minnesota. Prior to her legal career, Leigh led wilderness trips to the Boundary Waters, Montana, Wyoming, Alaska, and the Canadian Arctic and continues to enjoy the outdoors with her family.

Jim Erkel, Land Use and Transportation Director

Jim joined MCEA in 1998 and helped establish and now directs the Land Use and Transportation Program.  Before coming to MCEA, he served as the Director of Land Protection for the Minnesota Chapter of The Nature Conservancy.  Prior to that, he was a senior attorney practicing energy and environmental law for a natural-resource-based corporation in Los Angeles, California.  Jim's professional affiliations include the American Bar Association, the Minnesota State Bar Association, the Urban Land Institute, and the American Planning Association.  He also helped to establish and served on the Boards of Directors of the Minnesota Land Trust and Envision Minnesota and served on the Board of Directors of the Land Stewardship Project.  Jim earned his J.D. from Loyola Law School, Los Angeles, and his B.A. from UCLA.

Kathryn Hoffman, Legal Director (Interim)

Kathryn joined MCEA in 2010 as Staff Attorney and works to support energy and mining issues. A graduate of the University of Minnesota Law School, Kathryn comes to MCEA with a background in complex litigation with the law firm of Zelle Hofmann Voelbel & Mason LLP. In addition to her J.D., Kathryn holds a Masters in Public Policy with a concentration in science, technology and the environment from the Hubert H. Humphrey Institute of Public Affairs. Kathryn also serves as adjunct faculty at the University of Minnesota Law School.

Joan Johnson, Finance Director

Joan joined MCEA in 2011 as Finance Director. She brings a diverse set of business and nonprofit financial leadership skills to the organizations with experience in public accounting, banking, insurance, information technology services and community health services.  Joan is a CPA (license inactive) and has a B.A. degree in Accounting from Southwest Minnesota State University. She earned her M.B.A. from the University of Minnesota Carlson School of Management

    Hudson Kingston, Staff Attorney

Hudson joined MCEA in 2015 as a Staff Attorney. Since attending Carleton College Hudson has studied law from the Midwest to Southeast Asia, and worked on human rights and economic development in India and Laos. In the environmental realm Hudson has worked in D.C. at the White House Counsel for Environmental Quality, the Center for Food Safety, and as outside counsel for the Sierra Club. He's excited to bring his consumer protection and environmental litigation experience back home to Minnesota. He has a J.D. from the University of Iowa and LL.M. degrees from New York University and the National University of Singapore.

Betsy Lawton, Water Quality Program Associate

Betsy Lawton joined MCEA staff as Water Quality Associate in 2015. Raised in Minnesota, Betsy served as a Staff Attorney with the Midwest Environmental Advocates in Madison, Wisconsin for nine years. At MEA, Betsy focused on implementation of the federal Clean Water Act, representing many clients in related legal and administrative proceedings.  She has worked with MCEA as a member of the McKnight Foundation’s Mississippi River Collaborative. Betsy holds a Bachelor of Business Administration from the University of Notre Dame, and received her J.D. degree from the University of Wisconsin Law School in 2004.

     Kevin Lee, Staff Attorney

Kevin joined MCEA in January 2016. His primary focus is energy and water quality law. He received his BA from Carleton College, and went on to receive his JD from George Washington University in 2002. He also holds a LLM in environmental law from Vermont Law School.  He worked as a law clerk for Hon. Alan Wilner of Maryland Court of Appeals. Then he spent ten years of private practice working in criminal law and commercial litigation in Maryland and DC before turning to his true passion, environmental law. Kevin moved back to Minnesota to pursue environmental law, and worked in private practice to represented the Sierra Club, Minnesota Public Health Assn, Twin Cities Medical Society, and other small nonprofits. He also teaches legal writing at Mitchell Hamline School of Law. Kevin enjoys photography and getting to the Boundary Waters as much as possible.

    Erin Mittag, Legal Assistant

Erin joined MCEA as a Legal Assistant in 2015. Prior to her employment with MCEA, she was a Laboratory Technician with the St. Croix Watershed Research Station in Marine on St. Croix, MN. In 2012, Erin earned her B.A. from St. Olaf College in Northfield, MN, where she studied biology and environmental studies. She has a strong environmental research background, with interests in water quality and land use issues. Erin is passionate about linking her research interests with policy and advocacy to protect Minnesota's environment.

Karen Moss, Office Manager

Karen joined MCEA in 2011 with more than 16 years of experience providing office management and administrative support in nonprofit organizations. She is responsible for administrative support to the staff and the Board of Directors, accounting and bookkeeping, human resource functions, office operations and information technology. Karen brings to MCEA a high level of organization and energy. She graduated Phi Theta Kappa from Inver Hills Community College with a major in Human Resource Management.

Kevin Reuther, Legal Director*

*Kevin was awarded a Fulbright fellowship and will be on leave in 2016. Kevin will be a visiting scholar for the year at the Namibian University of Science and Technology working on projects to promote renewable energy in southern Africa.

Kevin joined MCEA in 2005 and became legal director in 2008. Kevin has spent his legal career as a public interest advocate.  Before joining MCEA, he was an attorney with the Legal Aid Society of Minneapolis where he worked on housing discrimination, public benefits for low income and disabled people, and predatory lending litigation.  His work experience includes a year as a Hennepin County Public Defender and clerking for Judge Harriet Lansing on the Minnesota Court of Appeals. Kevin received his J.D. degree magna cum laude from Harvard Law School,  M.S.  in Political Science from the University of Wisconsin-Madison and B.A.  degree from Concordia College, Moorhead, MN.  He has served as adjunct faculty at William Mitchell College of Law and currently teaches an environmental law class at the University of Minnesota.

Annie Sarver-Bodoh, Development Director

Annie joined MCEA in 2010 with more than 25 years of fundraising experience.  She has served nonprofit organizations national and local, and has raised more than $45M through the course of her career.  Her areas of expertise include donor cultivation, corporate and foundation giving, special event management, and building comprehensive development plans.  Additionally, Annie has a long background in marketing communications including the development of brand architecture, key messaging, print and electronic communications.  She earned her B. A. from the University of Notre Dame.

Louise Segroves, Natural Resources Scientist

Louise joined MCEA in 2015 as natural resources scientist. Louise provides support to the MCEA team on a wide variety of natural resource issues and advocates for policy solutions that are supported by sound science. She earned her B.A. from Carleton College with a double major in Geology and Economics in 2005. She then went on to receive a MS in Geosciences from Penn State in 2007. From 2007 to 2015 Louise worked at Barr Engineering Company as an environmental review and permitting specialist where she developed a broad range of experience with environmental review in the power and fuel industries, with particular expertise in Minnesota’s Power Plant Siting Act and transmission line corridor review and permitting. She is passionate about energy policy and climate change mitigation and adaptation strategies. Louise enjoys running, spending time in the remote outdoors, and handcrafts of all kinds.

Kris Sigford, Water Quality Program Director

Kris joined MCEA in 1980 and has over 30 years of experience working on natural resource issues. Kris directs a comprehensive program aimed at improving water quality through full implementation of federal and state water quality law, adequate funding of water quality improvements, and innovative approaches to control agricultural sources of sediment and nutrients to freshwater systems and the Gulf of Mexico.   Prior to joining MCEA, she was development manager for the Freedom From Hunger Foundation in Tucson, Arizona, and a lobbyist for the Sierra Club Northstar (Minnesota) Chapter. Kris earned her B.A. in English and Music, graduating magna cum laude from Boston University.

Allison Wolf, Legislative Director

Allison joined MCEA in 2005 as Legislative Director. On behalf of MCEA, Allison played a key role in passage of the constitutional Clean Water, Land, and Legacy Amendment.  Other legislative achievements include Environmental Health Tracking and Biomonitoring, legislation to address High Potential Greenhouse Gases, state ratification of the Great Lakes Compact, and the Clean Water Accountability Act.  She served as Minnesota Senate Counsel from 1983 to 1994, providing legal and drafting services on a wide variety of matters under the jurisdiction of the Committees on Judiciary, Crime Prevention, Transportation, Governmental Operations, and Energy and Housing.  Allison has also worked for The Nature Conservancy, where she secured the largest state investment in Wildlife Management Areas in state history.  As a legislative assistant in the U.S. Senate in Washington, D.C., she worked on transportation and clean air issues.  Allison is a native of Northfield, MN, and earned her B.A. in American Studies at Carleton College and her J.D. at Washington University in St. Louis, Missouri.
